Sikorsky Scores $204M Black Hawk Contract Mod With Mexico

Law360, New York (September 16, 2014, 1:32 PM ET) -- Sikorsky Aircraft Corp. on Monday won a $203.6 million modification to a U.S. Army contract to procure 18 green UH-60M Black Hawk helicopters for use by the Mexican Air Force, the U.S. Department of Defense said.
Sikorsky, a unit of United Technologies Corp., is expected to complete work under the modification to its firm fixed-price Army contract by May 30, 2016, according to a DOD award notice.
Sikorsky spokesman Frans Jurgens told Law360 on Tuesday that the contract calls for delivery of the green, or basic, version of the Black Hawk, with the Army providing some equipment for the aircraft, including engines, and Sikorsky furnishing other equipment, including a communications and navigation kit.
The company anticipates receiving separate completion contracts to provide additional equipment for the helicopters, including troop seats and a rescue hoist for use in general troop transport, Jurgens said. A completion contract for the first eight of the Black Hawks is expected within the next month, he said.
The 18 Black Hawks are the first to be sold to the Mexican Air Force since 1994, although there are 23 other Black Hawks in use by the Mexican federal police and other agencies, Jurgens said.
The contract follows the announcement in April that the U.S. Department of State had greenlighted the possible sale of Black Hawk helicopters, other equipment and logistical support worth $680 million to the government of Mexico to combat drug trafficking.
Mexico sought to purchase the Sikorsky helicopters and equipment including communications systems, global position systems, aviation mission planning systems, radios and 36 M134 7.62mm Machine Guns, according to a statement from the U.S. Defense Security Cooperation Agency.
Mexico plans to use the helicopters to improve and expand its defense forces as it continues to combat drug trafficking organizations, according to the statement.
Fiscal 2014 funds for the full amount of the contract were obligated at the time of the award, the DOD said.
Contract work will be performed in Stratford, Connecticut, where Sikorsky’s headquarters is located.
The contract was awarded by Army Contracting Command, Redstone Arsenal, Alabama.
Representatives for Sikorsky and the DOD were not immediately available for comment Tuesday.
Last week, the mother of a U.S. Army captain killed in a Black Hawk helicopter crash at a Georgia airfield launched a product liability suit against Sikorsky and BAE Systems Inc. in California court, claiming their defective equipment caused the incident.
In June, Sikorsky won a $1.28 billion contract to develop new combat search and rescue helicopters for the U.S. Air Force, with options that could make the contract worth $7.9 billion.
The contract calls for Sikorsky to provide initial engineering, manufacturing and development for the Air Force's Combat Rescue Helicopter program, which will replace Sikorsky's HH-60G Pave Hawk helicopter with new aircraft based on the Black Hawk, as well as training systems and product support.
In May, Sikorsky tacked on a $143.4 million contract modification to provide 13 more Black Hawks to the U.S. Army to an almost $3 billion contract awarded to the company in July 2012 for the procurement of 916 UH/MH-60 helicopters and support services for the Army, U.S. Navy and for foreign military sales.
