¿Cómo parar a Estado Islámico?

Un año después de la proclamación del califato , la organización terrorista Estado Islámico es más fuerte que nunca. A pesar de éxitos aislados, la Alianza Internacional no consigue reducirla.

La organización terrorista Estado Islámico (EI) conmemora el primer año de califato colgando cabezas en la puerta de una empresa cerca de Lyon, disparando a turistas en la ciudad tunecina de Susa y atacando una mezquita chiita en Kuwait. Tres atentados en tres continentes en un lapso de dos horas y un mensaje claro: El EI está en todas partes y puede atacar en cualquier momento.

Expansión yihadista

Hace un año, cuando Abu Bakr al-Bagdadi proclamó el califato islámico, solo había milicias en Siria e Irak. Pronto tomaron el norte de Irak y otras posiciones sirias, haciéndose con el dominio territorial. Actualmente, el mapa de Oriente Medio es distinto con un EI inamovible entre los territorios en guerra de Siria y un Irak todavía inestable. El germen de Estado Islámico sigue avanzando y hasta la península del Sinaí y algunas regiones de Libia se unieron al califato. Ahora, la milicia terrorista sigue expandiéndose más que nunca.

“Infravaloramos totalmente la situación”, confirma el parlamentario iraquí Mithal al-Alusi a DW. Nadie contó con que tantos extranjeros se uniesen a luchar con el EI ni la dimensión que iba a tomar, añade.

A nivel internacional, se creó una alianza de naciones para luchar contra los aproximadamente 35.000 yihadistas. Estados Unidos gasta cada día 7,5 millones de dólares con ese fin. Desde Europa y Arabia Saudí llegan armas y las milicias chiitas de Irán y el ejército iraquí se ocupan de la infantería. Pese a algunos éxitos contra los islamistas, como en Kobane o Tikrit, últimamente el EI recuperó su capacidad de ataque. En la ciudad iraquí de Ramadi, los guerrilleros obligaron al ejército a retirarse pese a estar en minoría. En Siria, el ejército perdió la ciudad de Palmyra, y Kobane y Tikrit vuelven a ser blanco de los ataques.

Superioridad y debilidad del EI

¿Por qué no se logra derrotar a Estado Islámico? El argumento más común es que se trata de un enemigo móvil que domina la guerra convencional, la guerrilla y la propaganda. Así lo explica Izadin Sadus, general de brigada de un comando de los peschmerga kurdos, cuyos territorios están cayendo bajo dominio del EI. Donde antes convivían varias etnias, ahora viven prácticamente solo yihadistas. Ante los ataques de las milicias islamistas, los peschmerga se retiraron y, con ellos, los habitantes de las ciudades. "No estábamos preparados ni teníamos el armamento adecuado", aclara el general. Una desigualdad que aun continúa.

Según Navid Kermani, autor del libro “Entre el Coran y Kafka”, de origen germano-iraní, “solo se podrá combatir el terror ganando territorio”. El escritor habla de la responsabilidad de aquellos en cuyo nombre se ejerce la violencia. Pero en la región no hay rastro de esa responsabilidad. Más bien hay generaciones que crecieron traumatizadas por la opresión, la guerra y los regímenes autoritarios durante décadas. Decapitaciones, ejecuciones públicas o lapidaciones no son solo prácticas de Estado Islámico, sino también de países como Arabia, Irán o en Irak.

“Desde que Saddam Hussein se fue reina el terror. Primero fueron los estadounidenses los que detenían y torturaban, después Al Qaeda y ahora el EI”, aclaran Foad e Ibrahim. Ambos jóvenes iraquíes no quieren ir al ejército a luchar por un país que no existe. Para ellos, los políticos solo quieren enriquecerse y no quieren dejar la vida en una guerra entre la hegemonía chiita de Irán en la región y los sunitas de Arabia Saudí. Foad es chiita; Ibrahim, sunita, y ambos sueñan ahora con huir hacia Europa.

ISIS just lost 'its most important back door'

The Islamic State lost a crucial "back door" into Turkey earlier this week when Kurdish forces ran the militants out of Tal Abyad, cutting off the terror army's supply route for weapons, cash, and foreign fighters into Syria.

"This is a devastating blow to ISIS' operations," Jonathan Schanzer, vice president for research at the Foundation for Defense of Democracies, told Business Insider. "ISIS lost its most important back door to Turkey."

An unnamed US official told The Wall Street Journal something similar.

“[ISIS] was focusing so much on Ramadi and Beiji [in Iraq] they lost sight of the back door,” the official said. “It is a pretty significant victory.”

The relaxed border policies Turkey adopted between 2011 and 2014 enabled extremists who wished to travel to Syria and join the rebels in their fight against the regime of Syrian president Bashar Assad.

Turkey officially ended its open-border policy last year, but not before its southern frontier became a transit point for cheap oil, weapons, foreign fighters, and pillaged antiquities. Smuggling networks along the nation's 565-mile border with Syria managed to emerge and flourish while the policy was in place, with the Islamic State (aka ISIS, ISIL, or Daesh) being the main beneficiary recently.

However, "Syrian Kurds now control a contiguous 245-mile stretch of territory from Kobani east on the Syrian-Turkish border," The Journal reports.

Pipes, ammonium nitrate, and other bomb-making materials were being transported across Turkey's border into Tal Abyad by agents of ISIS while Turkish border guards looked the other way, Jamie Dettmer of The Daily Beast reported.

Schanzer noted that the fall of Tal Abyad was a sharp blow to ISIS operations, but it was by no means fatal, as ISIS has multiple "back doors" to Turkey and will likely try to open new supply lines in the coming weeks and months.

The US has tried to cut off ISIS' main sources of revenue with little success in the past: ISIS is one of the most well-funded terrorist organizations in history thanks to the tax base it has managed to establish in its vast swaths of conquered territory in Iraq and Syria — territory captured, in part, using the weapons and fighters flowing across the Turkish border.

Successfully cutting off these supply lines could be the beginning of a strategy to cripple ISIS, but it would require action on both sides of the border.

"The Turks have been less than cooperative," Schanzer noted. "The border between Turkey and Syria has remained incredibly loose."

Still, "should anti-ISIL forces continue to hold the city, there is the potential for a significant disruption of ISIL’s flow of foreign fighters, illicit goods, and other illegal activity from Turkey into northern Syria and Iraq," Edgar Vasquez, a spokesperson for the US State Department’s Near Eastern Affairs Bureau, told The Journal.

This is especially true given ISIS' financial dependence on the resources it steals from conquered territories. Without fighters and weapons, ISIS cannot expand, and without expanding, it cannot make money.

In this way, one of ISIS' greatest assets — its ability to plunder resources — might also be one of its weaknesses.

"The weakness of ISIS' strategy is that in order for it to continue to bring in additional resources, it needs to continue to expand," Schanzer added. "But the further they stray from their core logistical bases, the less able they will be to defend them."

ISIS is facing one of its most serious setbacks yet

ISIS is currently facing one of its greatest military challenges since the group proclaimed a caliphate following the seizure of Mosul and much of western Iraq and eastern Syria last summer.

According to an intelligence brief from The Soufan Group, ISIS is experiencing losses around its "capital" of Raqqa, representing both an operational and symbolic setback for the group.

Although ISIS has continued to expand and hold onto territory in Iraq, the militants have come under increasing pressure in Syria.

ISIS has lost territory in a number of key battles. Most notably, Kurdish YPG forces have dealt ISIS defeats at the towns of Tal Abyad and Ayn Issa.

ISIS once hoped to cut off major Syrian Kurdish regions from one another by holding these towns near the Turkish border. Now, the Kurds have foreclosed on that strategy, beating back the jihadists' momentum and even moving into some of ISIS's most important territory.


"With the most recent YPG moves against the town of Ayn Issa, the Islamic State is facing perhaps its most serious symbolic and meaningful threat since it declared itself a caliphate almost one year ago," The Soufan Group notes. "Its capital, Raqqa, the center of the group’s authority and image, is under threat."

By seizing and securing Ayn Issa, the YPG, in conjunction with US-led coalition airstrikes, have embedded themselves only 31 miles away from ISIS' de facto capital. The YPG also seized the Syrian military base Liwa-93 from ISIS in the surrounding region. The rapid advance of the Kurdish forces, which ISIS nearly overwhelmed during a crucial battle in the border city of Kobane last summer, has dealt a blow to the militant group, which promoted itself through a doctrine of "remaining and expanding" on multiple simultaneous battlefronts.

Following the YPG's gains, ISIS forces began digging trenches around Raqqa in an attempt to fortify their capital, Reuters reports. ISIS spokesman Abu Muhammad al-Adnani also addressed the losses in a Ramadan audio broadcast stating that "God never gave the mujahideen a promise of victory every time."

Although the Kurds do not have immediate plans to attack ISIS in Raqqa, the seizure of territory around the city could deal a significant blow to the militant organization. Tal Abyad, located by the Turkish border, functioned as a key smuggling point through which fighters and supplies could reach the jihadists.

With its opponents taking control of the territory north of Raqqa, ISIS could experience significant logistical disruptions — and face the crisis of enemy forces advancing closer to the heart of the group's power.

Speaking to The Wall Street Journal, Edgar Vasquez, a spokesperson for the US State Department’s Near Eastern Affairs Bureau, said that "should anti-ISIL forces continue to hold the city, there is the potential for a significant disruption of ISIL’s flow of foreign fighters, illicit goods, and other illegal activity from Turkey into northern Syria and Iraq."
